The charter confirmed the rights of the burgh's merchant guild and is the earliest surviving royal charter issued to Perth.

Perth had developed as a royal burgh during the twelfth century under King David I. Its position on the River Tay made it a centre for trade and royal administration. After a major flood in 1209 destroyed the royal castle and bridge, William the Lion issued a new charter to the burgh in 1210.

William I reigned as King of Scotland from 1165 until his death in 1214. Although he is now known as William the Lion, the epithet was not used during his lifetime and derives from the lion displayed on his royal banner.

Perth became one of the few Scottish burghs enclosed by defensive walls during the medieval period. One of the town's gateways was known as the Lion Gate, although the surviving historical evidence does not establish that the gate was constructed as part of the works associated with the 1210 charter or during William's reign.

This photograph, taken from the short alley linking George Street and Mill Street, shows the only surviving section of the medieval city wall in Perth, Scotland. A plaque on the wall states "Portion of Old City Wall".
